If counter is made up of JK FF then for input 11 output will Toggle (change from 0 to 1 or vice versa).

Actually the o/p of FF in ripple counter is toggles when there is a transition of either 0 to 1 or 1 to 0, depending on the clock is positive edge or negative edge triggered.
