The answer must be 'decoder' because a '7 segment' output is a display which is an alphanumeric display so in essence, the coded BCD is converted into alphanumeric output and displayed and only a 'decoder' is a device which can convert 'BCD or Binary Coded Decimal' to human-understandable alphanumeric output to be displayed on a '7 segment display'.

The decoder has two possibilities.

1) For 'n' inputs it produces 2^n outputs and.
2) It converts encoded (binary) input into human understandable or as an active signal.
