I think both the second and third options are correct.

Because: the first column has (3, 5, -3/4, 1/2, 2), these are 5 elements, that means the characteristic equation is in the 4th order (S^4), so it has 4 poles, and since there are two sign changes, there are two poles in the right-half S plane, and the other two poles are in the left-half S plane, so both second and third options are correct.

As root +5 changes to -3/4, here one sign change takes place and again from -3/4 to +1/2 second sign change occurs so there are two roots in the right half of s-plane.

If there is negative sign in Routh's tabulation system became unstable. It means roots are at right half of s-plane. But here only one negative sign how two roots in right half s-plane?
