A is correct, because phase shift 0 or 360, so in phase with input.

It should be in phase for 180-degree phase change, oscillations won't even start. In fact, it will be negative feedback. This is true only for the non-inverting amplifier. For inverting amplifier, the phase change is important else this will be counted as negative feedback.
