Saturation means BJT is ON, that implies CB junction and BE junctions will be forward biased.
So BJT will be short-circuited and hence Ie=Ic=Vcc/(Rc+Re).
If Re is not there then Vc=0.2 (practically) and 0(ideally) and hence Ic=Vcc/Rc or Ic=(Vcc-0.2)/Rc.

Saturation means it is in on condition, so it is important to consider both resisters ie. RE+RC.
