Inductor will pass a low frequency so it work on low frequency and to make a transistor ot operate in forward active region pulse should be a positive, so for short time it will be on transistor so it charge a capacitor so output will be low.

The combination of inductor and capacitor clearly says that they will pass only low frequency signals.
So the circuit will operate at low frequency only.
