If R2 opens then the base current increases and would be high, Therefore the output current would also increase to saturation.

If the value is not given in the circuit. Always assume all values are ideal. Thus, Rc=Re and Vc-Ve = 0.

The condition for saturation is Ic is maximum, and Vce =0, here it is satisfied.

When R2 is removed, voltage at the base of transistor is VCC-VR1, which is sufficient for turn on transistor. Also, it may be noted CB and EB fwd biased.
