You have a light-dimmer circuit using an SCR. In testing the circuit, you find that IG = 0 mA and the light is still on. You conclude that the trouble might be one of the following:

If Ig=0 then scr is on condition i.e scr anode current crosses the latching current i.e after crosses the latching current if we remove the gate terminal then the scr is still on condition and the light is still on.

It's one of the characteristics of an SCR. Once the scr is conducting the Ig have no control anymore over the SCR. So even if the Ig is 0 it will still conduct. And the SCR now acts as a latch.
