DIAC can also control any polarity of voltage but why there are not employed to control the speed of an AC fan motor.

Because DIAC has no gate terminal to control the current flowing in the two conducting terminals, unlike TRIAC. DIAC can only operate if the voltage across two terminals has reached or exceeded the break-over voltage.
