It is based on simple formula.
Current through resistor= current through zener diode + Load current.
With increase in load current, the current through zener will decrease and current through resistor will remain same.
Current through resistor= current through zener diode + Load current.

This is a simple circuit used as voltage regulator.
The application of zener diode is to maintain voltage across the load even though the input voltage fluctuate and output load current.
Simple funda is:
The Zener conducts the least current when the load current is the highest and it conducts the most current when the load current is the lowest.
Thus, with increase in load resistance, load current decreases and Ir remains the same.
