Effectively, how many valence electrons are there in each atom within a silicon crystal?

In question they have asked how many valence electrons in each atom in crystal. They are not asking in crystal. Ther are asking in each atom in crystal. So answer is 4.

Single Si atom in a crystal contains 4 valence electrons.

When many atoms are combined, i.e in a silicon crystal, each atom of Si is surrounded by many other atoms.
Thus each atom will take 4 electrons from neighboring atoms, and share. So in all, even though a single atom has 4e, BT when atom is made to exist in crystal, it has 8 electrons.

Si atom has 4 electron, but when we talk about Si crystal it means many Si atoms packed together, thus they form covalent bond for becoming stable. Thus there are 8 electrons in outer valence band.

Valance electron are electron that able to make covalent bond and that are in outer most shell. So it must be 4.

The silicon (si) atom and silicon (si) crystal have a different configuration of electrons.

In question ask si crystal, not si atom so one si crystal surrounding by 4 si atom hence in si crystal 4 valence electrons & 4 covalent electrons finally 8e.
