In question they have asked how many valence electrons in each atom in crystal. They are not asking in crystal. Ther are asking in each atom in crystal. So answer is 4.

In question ask si crystal, not si atom so one si crystal surrounding by 4 si atom hence in si crystal 4 valence electrons & 4 covalent electrons finally 8e.

The answer is 4 why because the atomic no of Si is 14 and the orbital states will be 2, 8, 4. So the valence electron must be 4 and not 8.

14-1s2, 2s2, 2p6, 3s2, 3p2 this is the right electronic configuration. So, total electron i last orbital that means in p-orbital=6+2=8.

The question asked is for crystal but not for an atom. So, Si crystal has 8 valence electrons I agree with 8.
