Answer is true only when the diode is ideal. But practically a diode have cut-in voltage (V=0.7 for Si) which have some resistance.

rd means dynamic resistance of diode characteristic and given by the ratio between change in voltage and change in current.

If it is the ratio of an exact value of voltage to an exact value of current, then it will be accurate. But dynamic resistance is calculated using the small change in voltage and current. i.e. It is an approximate value. So it is not very accurate.

rd doesn't mean drain resistance here. Drain resistance is in case of FET.
