Normally germanium or silicon has 4 valency atoms when pentavalent impurities combine with silicon or germanium 4 impurity atoms combines 4 atoms of silicon or germanium. Then 1 atom of impurity remains as it is.

That's why it acts donor and it donates that atom whenever other atom wants to form a bond with that atom.
