Phase shift oscillator.
Because the phase shift is provided by RC combination.
Phase shift is 180 degrees by 3 RC combinations.

Phase shift or RC oscillator.
Because phase shift for each RC combination is 60 degree hence 3RC=180 degree and CE circuit will give another 180 degree phase shift.
