What is the level of drain current ID for gate-to-source voltages VGS less than (more negative than) the pinch-off level?

VGS(off) = pinch off votage = voltage at which the FET gets turn off; so current through the device = 0A
(Remember VGS off value is always negative for an N channel JFET so that if the value goes to low( .ie more negative ) reverse biasing increase and the channel get completely blocked by the two depletion regions so current =0v).

Vgs is more negative So depletion region is increased than when Vgs=0 so current will be decreased.
