I think that the answer should be both D-MOSFET and JFET since both of them can work with Vgs = 0 V. When Vgs = 0 V both JFET and MOSFET would be in saturation and their current Id = Idss. E-MOSFET is not an option since if Vgs = 0 V in an E-MOSFET then the device would not work since it needs to reach a certain level of voltage called the threshold voltage for it to establish a path from drain-source given that it is a normally-open device.
