By voltage division of a typical Zener voltage regulator circuit.

VL = Vs (RL) / (RL +R). Since VL = VZ then VZ = Vs (RL) / (RL+R) to get Vs we simply rearrange the formula.

Vs = VZ (RL+R) / RL, it is given that the value for RL and are is fixed thus the only parameter that can control the value of Vs is the Zener Voltage VZ.

If RL and R are fixed then IL also fixed to depend on the VZ.

So the minimum voltage will be depending upon the VZ.
