With this Zener diode in its "on state," what is the level of IZ for the maximum load resistance?

Maximum load resistance will block current entirely so the whole current will flow through Zener diode which will be equal to Izm.

If there is max resistance then it has low current. So the entire current is at diode (Izm).

Izm is the maximum current which can be passed through the Zener diode without damaging it.
