When Si Diode is forward biased then Diode voltage 0.7v will be counted iIn reverse bias the circuit is open.

As -117.7 volts are at cathode and -117.0 at anode. So the P.D of cathode is at -0.7 we than anode which has now 0 volts. So anode is at higher potential (conventional) than cathode so it will conduct as forward biased.

Here, the circuit behaves as biased clipper circuit. i.e. Applying voltage, -117 and then diode.
