Whatever fault would be there in remaining circuit but the voltage at secondary should not be zero volt it must show some voltage related to primary voltages so fault is in secondary winding.

Capacitor short circuit & diodes not burning out! to me, an open inductor would be the correct option.

The best options are an open inductor or a shorted capacitor. Since, the 1st VM reads 54V, it means 2nd transformer is working fine.
