So why forward and forward? Please explain to me.

Inverted active region also occur in transistor.

Saturation region both base-emitter jn and base-collector jn are forword biased.

Active region base-emitter jn is forword biase, base-collector jn is reverse biase.

Cut off region both jn are reverse biase.
