Since at high frequencies the capacitive reactance of Ci, XCi would decrease in value and due to R1, R2, R3 and Ci being connected in parallel we know that the equivalent resistance of a parallel combination is always lesser than the least valued resistance thus at very high frequencies where XCi would be very low the total impedance would be decreased.
