It should be negative for the PNP transistor to operate in active unless it should be in negative-positive if it is in saturation mode.

As its is pnp junction from which arrow head starts from emitter towards base so emitter is positive and base should be negative with respect to emitter.

It's a NPN transistor Base of the transistor is N-type so it's negative supply for make FB but collector is P-type so it's should be negative for proper reverse bias.

For normal operation transistor should work in active region for that emitter-base junction should be forward biased and base collector junction should be reverse biased. So base should be negative w.r.t. emitter and positive w.r.t. to collector.
