Hi,
Why did you use the formula for Non-Inverting?
I think the circuit is Inverting because the supply is in the Inverting terminal. And the formula for inverting is Vo= -(Rf/Ri)*Vi.
Please clarify this.

Then,
Vlt = -13(47k/200k+47).
= -2.47V.
Then,
Vlt = -13(47k/200k+47).
= -2.47V.

then,
Vout=-2*(47k/200k+1)
=-2*(1.235)
=-2.47V
then,
Vout=-2*(47k/200k+1)
