It is a comparator circuit. A comparator simply determines which of the input has the higher value. If the input at the non inverting is > input at the inverting then the output would be +Vsat. If If the input at the non inverting is < input at the inverting then the output would be -Vsat.
Since in the problem,
Input at noniverting = 0 (ground).
Input at inverting = -2.
0>-2 then output is +Vsat.
Since in the problem,
Input at noniverting = 0 (ground).
Input at inverting = -2.
0>-2 then output is +Vsat.

Vout = (v+)-(v-).
Vout = 0-(-2) = +2.
So answer will be +vsat.
Vout = 0-(-2) = +2.
