Because it is first order high Pass Filter.

Roll-off of the filter is depends upon the order of the filter.
For first order it is 20 db/decade, For second order 40 db/decade and so on.
So, here the answer is 20 db/decade.

Find transfer function you will have slope of -20 dB per decade, since in transfer function there will be one first order pole.
