Even though conductor has free electrons, current doesn't flow if it is open circuit. So the answer is "False".

Yes free electrons makes the possibility of flow of electric current because flow of these free electrons causes flow of current. But for this purpose an electric pressure is required. i.e., Known as voltage.

Current can only flow if potential difference is applied through a material having free electrons. So only presence of free electrons does not make sense.
