The Conductor has free electron unless a voltage is high and less current till free electron observed but work done will be done by the threshold voltage.

Free electrons and the energy gap between conduction and valence band is less so free electron easily goes to conductance band. And free electron means they are ready for action so potential energy applied they start conducting.

Conductivity of the atom depends on the number of electrons that are in the valence shell. When an atom has only one electron in valence shell, it is almost a perfect conductor. When an atom has eight valence electrons the valence shell is said to be complete and the atom is an insulator.
