We can't measure power using Ammeter. In the power two types of quantity is include, voltage & current. If we want to measure the power, we have to measure voltage and current. But ammeter measures current only. So power can be measured using watt meter which have two coil, current coil and potential (pressure) coil. Current coil measure current and pressure oil measure voltage.

To measure power, we have to know the values of both current and voltage. So, Ammeter only is not enough to measure power in 3 phase system.
