Actually, the phase voltage is the distance between one phase to the neutral. So, in the delta connection, the distance is the same from each phase to neutral.

In Delta configuration:
Line Voltage = Phase Voltage.
Line Voltage = Phase Voltage.

Since in star connected the line voltage is one third of phase voltage and currents are equal in all phases but where as in delta connected the line currents are root 3 times of phase currents and the line voltages are equal to line currents.
