We know current in all resistors of a series circuit is same.
By Ohm's Law we know,
V=IR
Or, V is proportional to R.
So, drop will be higher where R is higher.
So,max voltage drop occur across 12 ohm resistor.

In series circuit the "CURRENT" flows through the series resistors is "SAME".
For example we consider 1 amphere current flows in the series circuit.Then we use ohm's law we get, V=IR=1*12=12V,1*4.7=4.7V,1*2.2=2.2V.Therefore the maximum drop occurs across the 12kiloohm resistor.

R1=4.7;R2=12;R3=2.2
R=R1+R2+R3=18.9
18.9/4.7=4.02;18.9/12=1.575;18.9/2.2=8.5
so the resistor that has max.voltage drop is 12kohms which has minimum value.
