450,0000 = 4.5/100000 (because we know that after the decimal below numbers becomes zero
So, 4500,000= 4.5*10^6.
So, 4500,000= 4.5*10^6.

It can be expressed as both 4, 500*10^3 or 4. 5*10^6.

4000000000 x 2000000000 = ?
= 4 x 10^9 x 3 x 10^9
= 4 x 3 x 10^(9+9)
= 12 x 10^18
Technically nothing wrong in option D. But consider the topic name before the answer the questions.
Normally we write like 4.5 x 10^6, because will going for the bigger calculation. This is a kind of smart work.
