In RC low pass filter output is taken across the capacitor. So when Xc is zero as given in problem the voltage across the capacitor will be zero. Answer B is correct.

RC low pass filter only allow low frequency signals like DC signal.

Xc = 1/2pifc.

RC low pass filter is connected in series combination.

I/p frequency is zero, so o/p becomes infinity reactance. Hence there is no o/p voltage.
