As per faradays law emf induced will be due to the rate of change of flux linkages but in stationary magnetic field no rate of change so induced EMF.

E is proportional to d(phi)/dt means flux changing with time.
Here d(phi)/dt is zero so E will be zero.
Here d(phi)/dt is zero so E will be zero.
