In most conductors, the magnetic field exists only as long as the current is flowing (i.e. An electrical charge is in motion).
An electromagnetic field is a property of space caused by the motion of an electric charge. A stationary charge will produce only an electric field in the surrounding space. If the charge is moving, a magnetic field is also produced. An electric field can be produced also by a changing magnetic field.

Electromagnetic field (ie) a coil will act as a magnet. A coil becomes a magnet when a supply is given across its terminals. Automatically a voltage is given to the coil, current will start to flow. The current depends on the usage of that magnetic field in the secondary circuit. In overall supply must be present. That's it. Either voltage or current, both are wrong. Power will be the right answer.

emf exists only if there is current over conductor. As in case generator we give exiting to generator to produce more flux which occurs due to current flow.

Electromagnetic field exists when a stationary conductor cuts alternating magnetic field. This shows that emf exist only when a change of current exist.

With out voltage there is no possibility to flow current. It may be either voltage or current.
