Take a heater coil when we use its full length and when we use a fraction of it, power rating does change.

Basically, the formula for power is P = VIpf m also P = i * i * R, so it is related. but the answer says it is not maybe power rating they refer to a true power which is normally in the volt-Amp unit such as VA, KVA, MVA.
