Here, R1 and XL are in parallel. So, the Equivalent resistance is calculated based on the formula (R1*XL) / (R1+XL).
= (120*47j) / (120+47j) = 43.7 < 68.6 ohms.
= (120*47j) / (120+47j) = 43.7 < 68.6 ohms.

But here when frequency is given zero them it means supply is DC and now L behave like short circuit and Zth will be 0. Am I write?

To find the Rth voltage source will be short. So no impact of frequency during the calculation of Zth.
