                Xc = 1/2 * pi * f * c.
In the case of DC, f is zero.
So, xc = max or infinity hence open circuit or no flow of current so blocks DC.
In the case of an AC, f not zero.
So there exist xc a finite value hence current passes through it and allows AC.
                In the case of DC, f is zero.

                Both ac and dc voltage blocks when the capacitor is start carrying.
