In capacitor case in parallel means voltage won't be divide as its happen in resistance case.

Here given that 6 volt had given across each capacitor that means both capacitor connected parallel across 6 volt. So both C have same voltage that is 6 volt.

Because the capacitors are connected across a D.C source in which frequency f = 0.
So Xc = infinity, the capacitors act as a open circuit.
