Number of KCL equation= N - 1.
Number of KVL equation= B - N + 1.
Where N is the number of nodes and B is a number of branches so number of KVL & KCL equation will depend on the number of nodes and branches so sometimes Number of KVL equation becomes more than KCL equation and vice versa so the statement is false.
