It's very Simple. Smaller the time period is fast changing and vice versa. Here Option A is 4.5mA which is the larger time period from given options comparing with 4mA. So Option A is the correct answer.

f=1/t So except option A all are bigger then 4 ms.

Lets see 1/4ms = 1000/4 = 250.

A = 1/0.0045 = 222. 22.

B = 1000/2 = 500.

C = 1000/1.5 = 666.66.

D = 1000000/3000= 333.33.

So clearly option is A.
