Answer should be 12V as 1K and 4K form a voltage devider.

Yes, I am agree with nelesh. The answer should be 12v as 3 volt should be dropped on 1k ohm register.

It is similar to voltage divider.
Vout = {[R2/(R1+R2)]*Vin}.
= (4/5)*15.
= 12v.
Vout = {[R2/(R1+R2)]*Vin}.
= (4/5)*15.
= 12v.
