Vce = Vcc - Ic * Rc.
Ic nearly equal to Ie. So, Ic = Ie = 0,
Vce = 10 - (0 * 2*10^3),
Vce = 10 V.

Simply here emitter current(IE) is zero.so IE=IC(Collecter current)due to small value of beta.
IE=IC=0
SO VC=10V
IE=IC=0
SO VC=10V
