Above solution is wrong. In question, they directly said 4-bit register initially contains all 1's so we have to take whole LSB bits has 1, not 0's.

0 1 1 1 |1 1 1 1 .

0 1 1 |1 1 1 1 1st clk.

0 1 |1 1 0 0 2nd clk.

0 |1 1 1 1 3rd clk.

|0 1 1 1 4th clk.

Answer 0111.

it is said that all it is 1's first, and the 0111 was entering then,
0111|1111 initial clock,
011|1111 1' st clock,
01|1111 2'nd clock,
0| 1111 3'rd clock.

Empty|0111 4'th clocks,
When there was nothing that means 4'th clock pulses it is 0111.

You are wrong at 2nd clock pulse. It should be 01/1111.
