There have not needed to convert in ohm. Because Ra& Rb both are in k.ohm i.e. Same unit. But the answer is 56%.

Duty cycle = Ra+Rb/Ra+2*Rb.
(3.3+12)*10^6/(3.3+2*12)*10^6.
(3.3+12)/(3.3+2*12).
15.3/27.3 = .56 = 56%.
