I think speed of the component is depends only on clock speed but here it is not asking about the component speed here they are asking why we are applying low speed and fast speed.

The speed of the circuit depends on delay, More the delay the circuit takes more time to respond to changes in input so the speed of the circuit will be low and vice versa.

So, it's the delay which tells a circuit is low speed or high-speed circuit.
