Since in SR flip flop S=R=1 Occur Racearound Condition.

So we need for JK flip flop this Toggle J=K=1

J-K FF will toggle means it has to behave like a T-FF.

So if we design a T-FF from a J-K FF simply make J=K connection.

Now this FF will behave like T-FF.

When T=1(indirectly J=K=1) in T-FF, it toggeles its input.

When t=0, j=k=0 and also t=1, j=k=1.

When J=K=1, it is possible to set or reset the flip-flop,i.e, TOGGLE occurs

I agree with kalpesh. Toggle condition refers to J=K=1.
