IC-7475 it is the code (or number) to find out the J-K Flip-Flop, while IC-7474 is D-FF. And some other FF's have their own codes to find or recognize.
and,
One o/p = one FF.
Every FF contains 4 outputs, so total number of FF's are 4 only.

IC7475 is 4bit IC &for 4 bit we required 4 IC.

Based on its operation we determine the number of flipflop in it IC7475 is a 4-bit bistable latch.

I think there is no particular formula to calculate number of flip flops required for the given IC, here IC 7475 refers to 4-bit bistable latch with complementary outputs, 4-bit means we need 4 flip flops.

7475 have mod 16 then it written as 2^4, so we required 4 flip-flops.
