Because with an AND gate the output is HIGH only when both the inputs are HIGH.

If one input is HIGH in AND gate :
Second input 1, output is 1.
Second input 0, output is 0.
So the output reflects second input.
Second input 1, output is 1.
Second input 0, output is 0.
So the output reflects second input.
